Prairie View A&M University | Partnership Over 25 Years

An enduring partnership over 25 years.

Prairie View A&M University was American Campus Communities’ first public-private partnership in 1996. For over 25 years, we have have worked together to deliver nine phases of modern, academically oriented on-campus housing with nearly 5,000 beds. This has dramatically increased PVAMU’s enrollment and helped materially increase its graduation rates. Our relationship with PVAMU continues to grow even stronger through our working partnerships in management services and new student housing developments.

Supporting Academic Excellence

As a historically black college and university and the second-oldest institution of higher learning in Texas, PVAMU is deeply rooted in culture and tradition. In the mid-1990s, PVAMU was also designated by the state of Texas as one of three "institutions of the first class," and had a mandate to dramatically expand its educational programs while also raising its retention rate of freshmen students. PVAMU’s leadership developed a vision for live-learn environments that would create pride and community, help students transition to college life, and equip them with the tools for continued academic success. PVAMU chose ACC, a bold-thinking student housing startup, as its partner for bringing this vision to life.

Many Ways of Working Together

Our partnership with PVAMU exemplifies ACC’s breadth of capabilities and flexible approach. We have worked with PVAMU to understand its evolving needs and goals, and to choose the best transaction structure, development plan and management arrangement to meet them.

ACC served as developer and construction manager for all phases. ACC is a 50 percent partner with PVAMU in project net cash flows on the first six phases, and is financially responsible for the duration of the leases. There is currently a contingent master lease from the University covering the projects to financial break-even. ACC financed University Village Northwest, University View I and University Square via American Campus Equity (ACE), but restructured University Village Northwest to be combined with Phases I–II. University View II was financed via tax-exempt bonds. ACC provides the full scope of management services for all communities.

University Village: 1,920 beds delivered in three phases from 1996–1998; 144 beds added in 2011
University College: 1,260 beds delivered in 2000; 210 beds in 2003
University View: 336 beds delivered in 2013; 540 beds in 2020
University Square: 466 beds delivered in 2017

New Scholarship Program

In celebration of our partnership’s 25th anniversary, ACC is providing PVAMU with two academic scholarship programs and a new endowment, supporting students with a total contribution of $225,000.
